Screensaver Design Contest
The "Mobile Security" Screensaver Design Contest was co-organized by Office of the Government Chief Information Officer (OGCIO), Hong Kong Police Force (HKPF) and Hong Kong Computer Emergency Response Team Coordination Centre (HKCERT), aiming at arousing the user awareness on the potential security risks of using mobile devices and providing knowledge to protect the mobile devices.
All Hong Kong citizens were invited to participate in the Contest. We received good responses from the public and students. The standard of the contestants was in general high. Best practices when using mobile computing devices were vividly crafted in the submitted works. We are pleased to score the most outstanding works, and the winning entries for various categories are set out as follows:

The winners of the Contest were announced and presented with prizes on 7 December at the seminar for HK Clean PC Day 2011. The judges came from OGCIO, HKCERT, HKPF, Education Bureau and headed by the Executive Committee Member of Hong Kong Design Association.

Objective of Contest
Objectives
Given the rising concerns on the use of mobile devices, the contest seeks to design a screensaver with an aim to raise security awareness and remind everyone of the need for personal responsibility in adopting best practices when using the mobile computing device.
The winning design will be available on the websites for download, and be featured on the publications of the Hong Kong Clean PC Day campaign.

Rules & Regulations
Eligibility
The contest is divided into Student Group and Open Group. Submissions to more than one group are permitted, either on an individual or team basis. However, each design can only be submitted once, the same design is not allowed to be used to join both groups. Each participant or team should submit only 1 design to each group, additional design will not be considered.
Student group: Open to all full-time primary and secondary school students in Hong Kong. Team members must be from the same school.
Open group: Open to all Hong Kong residents.
(All persons involved in the planning and implementation of the contest are not eligible for joining the contest. They include but not limited to members of the organising committee, judging panel and their immediate family members.)
Application and Submission Period
From 12 September 2011 (Monday) to 11 November 2011 (Friday)
Format of Design Entries
Each design submission must meet the following requirements:
- Supported platform: Microsoft Windows XP or above
- screensaver (.SCR) file in less than 3MB
- Resolution: Optimal for 1024x768 screen resolution
How to Submit
Participant(s) should submit a duly signed application form with a CD-ROM containing the soft copy of the executable screensaver and the source files of the screensaver (in original format of the computer graphic software), either by email to event@hkcert.org, by post or in person during office hours (Monday to Friday: 9 am - 6 pm) to the following address. Incomplete or late submissions will not be accepted.

Rules and Regulations
- All submitted designs and their brief description will not be returned.
- All designs and their brief description must not be published previously. They must be the original work of the participant(s) and should not violate any copyright and be free from intellectual property claims. The copyright of all entries under this Contest is vested solely in the Organisers upon submission.
- The Organisers at all times reserve the full right to disqualify entries that in the sole opinion of the Organisers infringe intellectual property rights.
- The Organisers have the right to demonstrate or advertise in any format on the entries in public exhibition, at their websites or in their publications.
- The participants agree to participate in publicity events related to the Contest upon invitation by the Organisers.
- Participants are to abide by the decisions of the panel of judges, which shall be final.
- Participants shall abide by the regulations of the Contest and other provisions and conditions set out in the application form.
- The Organisers reserve the right to interpret and make changes to the regulations of the Contest and other provisions and conditions set out in the application form.
- Participants have the right of access and correction with respect to their personal data. Such is stipulated in Sections 18 and 22 and Principle 6 of Schedule 1 of the Personal Data (Privacy) Ordinance. The right of access includes the right to obtain a copy of their personal data provided on the application form.
